USAH age exemption?

looking for advise on age exemptions with USAH. My son is required by age to move up to squirt this fall. But he hasn't matured as either physically or cognitively as we'd hoped he would by now and it's become obvious that he's not ready to move up. Furthermore, he's very small, and somewhat immature for his age. Through hearsay, it sounds like it takes a serious medical reason to receive an exemption. Thankfully he doesn't suffer from any serious afflictions, other than being a slow developer, so were stressing. Any suggestions or info would be greatly appreciated.

I realize my reply comes a bit late, but I hope you are not considering playing travel hockey? My advice is to play house or rec. hockey. It really should not be that hard for him.
