will "AA" teams be involved in the pre-seed tournament? it wouldn't make sense for them to participate, since that's the highest level offered by the league, and that's where they want to play.
Looking at the amount of teams in the "prospective team" portion of the website, it looks like it would make sense to put together (7) team divisions, they could have one (7) team "AA" bracket, two (7) team "A" brackets and one (7) team "A1" bracket.

It's not all about moving teams "up". In order to assess relative strength it's important that all teams participate in the tournament.
Keep in mind also that not all teams that apply for AA will end up in that division. The top 7 teams will be placed as AA and the rest of the teams will be divided equally between the A and A1 divisions. Relative strength will be determined by the tournament and teams will be placed appropriately.
The estimates prior to the tournament are basically for scheduling purposes. Teams will play some teams ranked ahead of them and some teams ranked below them. Team ranking will be reassessed after the tournament results. The fact is that a "projected" AA team could end up being moved down and a "projected" A1 team could end up being moved up.
What happens if a team is unable to play in the "pre-seed" tournament? They may have a prior scheduling comittment or something. Are they then eliminated from the BTHL?

As far as I know it is absolutely mandatory. Jim Geyer or Hugh Miller would be the people to ask.
As for the flooding, we're drying out. We can at least drive from one end of town to the other. I personally had minor flooding in my basement and about 8" in my office. The rinks were unaffected except that The Cube was used as an evacuation center for about 200 families.
